RAG vs Fine-Tuning for Business Knowledge: Which Should You Use?

In this guide

This question can waste weeks because it is usually asked too broadly: “Should we use RAG or fine-tuning?” A better question is, “Are we trying to give the model new facts, or teach it a more reliable habit?” Retrieval and fine-tuning can both improve an agent, but they improve different parts of the experience.

When the facts keep moving

Use retrieval for policies, product details, internal documents, tickets, prices, and other knowledge that changes. The model can look up the current material at request time, and the application can show where the answer came from. That is valuable, provided the retrieval layer also handles permissions, freshness, chunking, ranking, and evaluation.

When the behaviour needs practice

Fine-tuning is more appropriate for a stable behaviour: a consistent classification, a particular writing style, a response pattern, or a tool-call convention. It is a poor place to store a knowledge base that changes every week. Training examples need careful curation and versioning, especially when they contain customer information or yesterday’s policy.

Use both when they solve different problems

An agent may use retrieval to find the current refund policy and a tuned model to explain it in a consistent way. That combination is useful when you can test each part separately. If the answer is wrong, you should be able to tell whether the source was missing, the model misunderstood it, or the output behaviour drifted.

Count the work after launch

Compare indexing, storage, retrieval latency, training, evaluation, privacy review, refresh frequency, and rollback effort. Test new documents as well as familiar ones, and measure factual accuracy, citation correctness, and refusal behaviour. The best approach is usually the smallest one that keeps knowledge current and mistakes visible.
